Second generation governance indicators
This paper summarizes progress made in a DfID-funded World Bank initiative to test and develop policy-relevant, politically acceptable, quantitative indicators of governance. There are two major components involved in the process of generating indicators that are practical means of reform. Political acceptability is key in developing neutral quantitative benchmarks of good governance that can be embraced by reformers. In addition to political acceptability, measuring governance must be comprehensive and institutionally specific so that reformers know which institutions to reform and how to do so. FACHBEITRAG Unleashing XQuery for Data-Independent Programming
an SQL equivalent for XML data, but its roots in functional programming make it also a perfect choice for processing almost any kind of structured and semi-structured data. Apart from standard XML processing, however, advanced language features make it hard to efficiently implement the complete language for large data volumes. This work proposes a novel compilation strategy that provides both flexibility and efficiency to unleash XQuery’s potential as data programming language. It combines the simplicity and versatility of a storage-independent data abstraction with the scalability advantages of set-oriented processing. Expensive iterative sections in a query are unrolled to a pipeline of relational-style operators, which is open for optimized join processing, index use, and parallelization. The remaining aspects of the language are processed in a standard fashion, yet can be compiled anytime to more efficient native operations of the actual runtime environment. This hybrid compilation mechanism yields an efficient and highly flexible query engine that is able to drive any computation from simple XML transformation to complex data analysis, even on non-XML data. Experiments with our prototype and stateof-the-art competitors in classic XML query processing and business analytics over relational data attest the generality and efficiency of the design
A Technology-centered Framework for Product-service Systems
AbstractProduct-Service Systems (PSS) integrate product and service elements and thus are a basis for better differentiation from the competition, better fulfillment of customer demand and sustainability. Scientific approaches describing PSS often neglect the key resource technology; despite the fact that great potential for innovations can be achieved through disruptive technologies and an extended view on technologies. Extending the view means incorporating services and infrastructure in the technology management of PSS. To meet that research gap, we present a framework describing a layer model for PSS including goals on the upper level, PSS elements at medium level and technologies at the bottom. Leitlinienbasierte Anforderungsprofile von bildgebenden Verfahren im Uropoetischen und Reproduktionssystem - Eine vergleichende Untersuchung von evidenzbasierten Leitlinien
Die evidenzbasierte Medizin schlägt eine Brücke zwischen der sogenannten
universitären Spitzenmedizin und der täglichen Routine von Medizinern.
In der Radiologie haben die Entwicklungen der evidenzbasierten Medizin
bislang wenig Beachtung gefunden. Das hat zur Folge, dass in der Radiologie
bisher formal wenig ärztliches Handeln evidenzbasiert ist.
Fehlende oder schwer zugängliche Informationen zur Angemessenheit einer
Untersuchungsmethode sind ein Hauptgrund für eine Vielzahl von
unangemessenen radiologischen Leistungen.
Diese unangemessenen Leistungen verursachen zusätzliche hohe Kosten in
einem Gesundheitssystem, in dem radiologische Verfahren bis zu 15% der
Kosten ausmachen.
Evidenzbasierte Leitlinien stellen eine wichtige Säule zur Entscheidungsfindung
bezüglich der Anforderung von angemessenen Untersuchungsmethoden dar.
In dieser Arbeit werden durch eine systematische vergleichende Untersuchung
von nationalen und internationalen Leitlinien, klinikinterne evidenzbasierte
Anforderungsprofile von bildgebenden Verfahren im Uropoetischen und
Reproduktionssystem formuliert.
Diese Anforderungsprofile enthalten Überweisungskriterien und sollen als
grundlegende Empfehlung zur Anforderung von radiologischen Verfahren bei
Erkrankungen im Uropoetischen und Reproduktionssystem dienen können.
Fragen zur bildgebenden Diagnostik werden in der EbM benachteiligt.
Evidenzbasiertes Wissen zum sinnvollen und angemessenen Einsatz von
bildgebenden Verfahren ist dabei in zahlreichen Leitlinien verstreut. Rein
radiologische Leitlinien existieren nur vereinzelt.
Uneinheitliche Empfehlungsinhalte und unübersichtliche Einteilungssysteme zur
Evidenzlage erschweren Nutzung und reduzieren Möglichkeiten zur
Implementierung.

Klinikumsinterne Empfehlungen sind das Ergebnis der vergleichenden
Leitlinienuntersuchung mit einer gleichzeitigen Anpassung an die lokalen
Verhältnisse.
Diese internen Empfehlungen werden farbkodiert und in tabellarischer Form im
Intranet des Klinikums Marburg implementiert.
Grundlagentabellen zur Evidenz- und Empfehlungslage enthalten die
zusammengefügten Ergebnisse aus der Leitlinienuntersuchung. Sie bilden die
Basis für die internen Empfehlungen und enthalten die aus den Leitlinien
gewonnenen Informationen mit Verweisen auf die ursprüngliche Evidenz –und
Empfehlungseinstufung.
Um eine vergleichende Untersuchung von Leitlinien mit uneinheitlichen
Klassifizierungssystemen zu ermöglichen, wird ein angepasstes
Einteilungssystem vorgeschlagen. Dieses System beinhaltet dabei zwei
Empfehlungsgrade und drei Evidenzstufen.
Zur graphischen Darstellung der Ergebnisse in den Tabellen wurde eine
zweidimensionale Lösung gefunden: Die Empfehlungsstärke wird farblich nach
dem Ampelprinzip kodiert, die Evidenzlage durch eine Schattierung unterlegt.
In den internen Empfehlungen wurde zur besseren Übersichtlichkeit auf die
Musterkodierung zur Evidenzlage verzichtet.
Die Empfehlungen sind von jedem Computerarbeitsplatz des Klinikums
abrufbar und enthalten Empfehlungen zu möglichen bildgebenden Verfahren in
einer konkreten klinischen Situation. Ergänzend finden sich darin Anmerkungen
für den Einsatz der Untersuchungsmethode. Jede Tabelle enthält außerdem
einen Link zu der jeweils zugehörigen Grundlagentabelle in der die
ursprünglichen Leitlinienempfehlungen mit der Evidenz- und Empfehlungsstärke
zusammengefasst sind.
Annahme, Nutzung und die Wirksamkeit der Intranetempfehlungen werden in
Zukunft zu evaluieren sein
Quantifying protein densities on cell membranes using super-resolution optical fluctuation imaging
Surface molecules, distributed in diverse patterns and clusters on cell
membranes, influence vital functions of living cells. It is therefore important
to understand their molecular surface organisation under different
physiological and pathological conditions. Here, we present a model-free,
quantitative method to determine the distribution of cell surface molecules
based on TIRF illumination and super-resolution optical fluctuation imaging
(SOFI). This SOFI-based approach is robust towards single emitter
multiple-blinking events, high labelling densities and high blinking rates. In
SOFI, the molecular density is not based on counting events, but results as an
intrinsic property due to the correlation of the intensity fluctuations. The
effectiveness and robustness of the method was validated using simulated data,
as well as experimental data investigating the impact of palmitoylation on CD4

Light-induced cell damage in live-cell super-resolution microscopy
Super-resolution microscopy can unravel previously hidden details of cellular structures but requires high irradiation intensities to use the limited photon budget efficiently. Such high photon densities are likely to induce cellular damage in live-cell experiments. We applied single-molecule localization microscopy conditions and tested the influence of irradiation intensity, illumination-mode, wavelength, light-dose, temperature and fluorescence labeling on the survival probability of different cell lines 20-24 hours after irradiation. In addition, we measured the microtubule growth speed after irradiation. The photo-sensitivity is dramatically increased at lower irradiation wavelength. We observed fixation, plasma membrane permeabilization and cytoskeleton destruction upon irradiation with shorter wavelengths. While cells stand light intensities of ~1 kW cm(-2) at 640 nm for several minutes, the maximum dose at 405 nm is only ~50 J cm(-2), emphasizing red fluorophores for live-cell localization microscopy. Using the theory of social production functions (SPF) as a general model of action, the theoretical analysis focuses in a first step on the question of why individuals regard justice as valuable in social life. The theory of social production functions defines two fundamental human goals—physical and social well-being. The integration of justice concepts into a general model of human behavior demands to explain how justice enters an individual's social production functions. We predict a direct effect by just procedures that increases social well-being and an indirect effect by stability of auxiliary assumptions given by justice for the production of physical and social well-being. In a second step, the theoretical predictions are tested empirically. The analysis is based on a large dataset that contains 2,926 employees surveyed all over Germany. Using structural equation modeling, the empirical results support our hypotheses: Justice is more important for people who have deficits in physical and social well-being (H1). Moreover, these deficits are more important for justice in the public context than in the private context (H2). It can also be shown that people who work in cooperative situations in which they have to rely on others rate the importance of justice higher (H3). In conclusion, the importance of justice depends on the personal situation and the fulfillment of individual goals, and can be seen as functional on the individual level in ensuring an increase in benefits in cooperative interactions
